Mayor Flagg called the special meeting to order and read
the following Call dated December 15, 2005: TO MESSRS: MARY
LAWSON BROWN, HERNAN AZULA, JAMES NORWOOD, GEORGE SANDERS
AND ALLEGRA KITCHENS: You
are hereby notified that an inaugural meeting of the City Commission is
called to be held at the alternate meeting place of the City Commission, the Price
Martin Center, located at 220 N. 11th Street in the City of
Palatka, at 7:30 p.m. on Monday, January 9, 2006. The purpose of the meeting is to swear in the incoming members of the Palatka City Commission. /s/ Karl N Flagg

The Honorable Judge Edward E. Hedstrom said he is pleased to administer the Oath of Office to two of his former employers, Mayor Karl Flagg and Commissioner George Sanders, and to his good friend, Commissioner-elect Allegra Kitchens. |

Oath of Office |
Mayor Karl N. Flagg - Mayor Flagg's wife Terricena, daughters Karla and Kandyce, brother John and nephew joined him as Judge Hedstrom administered the Oath of Office to him for the holding of public office. Supervisor of Elections Susan McCool presented him with a Certificate of Election, certifying his election to the office of Mayor/Commissioner of the City of Palatka on December 6, 2005. |

Commissioner George E. Sanders' wife Frances joined him as Judge Hedstrom administered the Oath of Office to him for the holding of public office. Supervisor of Elections Susan McCool presented him with a Certificate of Election certifying that he was elected to the office of City Commissioner Group 4 of the City of Palatka on November 8, 2005. |

Commissioner Allegra Kitchens' cousins Dana Jones, Trisha & Jessica Mullis joined her as Judge Hedstrom administered the Oath of Office to her for the holding of public office. Supervisor of Elections Susan McCool presented her with a certificate certifying her election to the office of City Commissioner Group 2 of the City of Palatka on December 6, 2005. |

Commissioner Azula escorted incoming Commissioner Kitchens to her seat at the dais and stepped down. |

Mayor Flagg presented a plaque to Commissioner Azula recognizing his eight years of service on the City Commission as Commissioner Group 2. |
||

|
Commissioner Azula said it has been his privilege to serve the citizens of Palatka for the last eight years, and believes he has left the City better than he found it. He thanked his fellow commissioners and city staff. He noted that now is the time to move forward, and urged everyone to continue to give their input to the Commission, and to speak what is on their minds. |

Presentation of Badges |
Vice Mayor Brown presented badges to Mayor Flagg, Commissioner Sanders and Commissioner Kitchens. She noted that she had waited 23 years to have another female serve with her on this commission, and said she hopes Commissioner Kitchens will bring with her another dimension to this commission's deliberations and decisions. |

Commissioner Norwood congratulated Mayor Flagg and Commissioner Sanders on their reelection, saying it has been a pleasure serving with them. He congratulated Commissioner Kitchens on her election, and said he looks forward to the inspiration and energy that she will bring to the commission. He thanked God for blessing the Palatka City Commission with leaders that will continue to move this community forward in the direction it needs to go. |

Commissioner Kitchens thanked all who voted for her and those that couldn't vote for her, but supported her all the same, and said she will represent all of the people of the City of Palatka. |
||
|
|
Commissioner Sanders thanked all who voted for him and said it has been a pleasure to work with each commissioner and mayor he has served with. They may not always agree on everything, but everything they do and say is for the betterment of Palatka. They are now on the threshold of unprecedented development, and he hopes they will all work together to make the community a better place. |
||
|
|
Mayor Flagg thanked Almighty God for the privilege of working with this community and all those he works with. He thanked his family for supporting him in his work, and pledged to do his very best to make the community a better place to live and work. He thanked the city manager, city attorney and city staff as they work each day for the good of the city and citizens of Palatka. He thanked Judge Hedstrom and Rev. Robinson for sharing this evening with them. He thanked Mrs. McCool for her efficient election. |

Special Musical Tribute |
Rev. Timothy Robinson played a musical tribute on saxophone, his rendition of "Somewhere Over the Rainbow." |
||
|
|
Mayor Flagg noted his brother John drove here from Ft. Lauderdale to be with them on this special night. He spoke of the void they feel in their hearts due to the absence of their devoted and loving sister Roselyn, who recently passed away after a long and courageous battle with lymphatic leukemia. He thanked the Mt. Tabor First Baptist Church family for their love and support. |
