INTRODUCTION
The City of Palatka is soliciting qualifications for engineering and landscape architectural services for the RAISE‐Grant funded A. Philip Randolph Regional Multimodal Transportation Hub and Complete Streets Connectivity; a project description and scope is provided herein. The project will be funded with Federal RAISE Grant Program funds through the U.S. Department of Transportation (USDOT). The agreement for these engineering services will be with the City of Palatka (the City). A copy of the City’s RAISE Grant submittal documents is included as attachment B of this RFQ for ease of reference.
It is the intent of the City to select an appropriately qualified firm to handle all of the necessary engineering and design services required of this project. More specific details of the scope of work are outlined in Section 2(c). The project is to be administered, constructed, and documented in strict accordance with current Federal Highway Administration (FHWA), Florida Department of Transportation (FDOT), and any other applicable local, state, federal, funding, design, and construction requirements.
Upon receipt of the responses from firms, a selection committee will review the qualifications received utilizing criteria detailed in the RFQ narrative. The City reserves the right to waive any irregularities submitted, reject any and/or all submittals, re-advertise, and accept any submittals deemed to be in the best interest of the City. All interested parties must register by email to the RFQ contact their name, email address, address, and telephone number to receive any future changes, additions, addendums or notices concerning this RFQ.

SUBMITTAL REQUIREMENTS
Firms interested in providing services for this project should submit one (1) original, three (3) hard copies and one (1) digital copy on a thumb drive using a searchable Adobe Acrobat “.pdf” file format of the complete response on or before 3:00 p.m. on ASAP, 2024. Submittals must be received by the specified time. On the outside of the submittal package, please display the following: A Philip Randolph Regional Multimodal Transportation Hub and Complete Streets – Engineering & Landscape Architecture Services. Regardless of cause, late submittals will not be accepted and will automatically be disqualified from further consideration. It shall be solely Vendor's risk to ensure delivery at the designated office by the designated time. Late submittals will not be opened and may be returned to Vendor at their request and expense.
